You can make Curved Lines with Photoshop Elements. It's easy to do with the Pen tool in the full version of Photoshop. But how can you do it in Photoshop Elements?
Well, it's also pretty easy in Elements if you know the secret.

STEP ONE- Create A New Layer.
Go to the Layers Panel and click on the 'Create a New Layer' icon. It looks like a sheet of paper with a folded corner.
That will add a New Layer above the Background Layer. It's named Layer 1 by default. We'll draw our Curved Line on that new Layer.
STEP TWO- Draw A Round Selection.
Make the Elliptical Marquee tool active by clicking on it in the Toolbox.
Click-and-Drag diagonally with the Elliptical Marquee tool to make an Elliptical Selection. The top or bottom of the Selection can be your Curved Line.
If you want more of a curve, drag your mouse more downward as you make your Selection.

If you want less of a curve, drag your mouse more sideways.
At this point you can still change the shape of your Elliptical Selection by going up to the Select Menu and choosing 'Transform Selection'.

Resize by clicking-and-dragging on any of the 8 handles on the Bounding Box. Click the green Check Mark when you are happy with the change.
STEP THREE- Apply A Stroke To The Selection.
Go up to the Edit Menu and choose 'Stroke (Outline) Selection...'
The 'Stroke' Dialog Box will appear.
Type a number into the 'Width' field. The bigger the number, the wider your Stroke will be. I used '6'.

Click 'OK' to close dialog box and accept change.
Deselect by pressing Command-D on a Mac or Control-D on a PC.
STEP FOUR- Erase The Unwanted Section.
Make the Eraser tool active by clicking on it in the Toolbox.
Size the cursor for the Eraser Tool so it's larger than your Stroke. Use the left and right Bracket Keys from your keyboard so that you can see the size change.
Now 'erase' the part of your Stroke that you don't want by dragging your cursor over it while holding down the mouse button.
Voila! You now have a nice smooth curved line.
